After the Loma Prieta earthquake damaged the elevated Central Freeway, the Hayes Valley neighborhood fought to have it replaced with a tree-lined boulevard. Local developer Build Inc. won the rights to develop the largest parcel on Octavia Boulevard, a one-acre swath of land previously occupied by an on-ramp. The winning master plan, by Kennerly Architecture & Planning and Jon Worden Architects, proposed multiple buildings designed by different architects and laced with gardens, stoops, and passages.
